I don't know. From the way they were talking about him...I don't think he sounded like the sort of person who would do that. You didn't hear how they got when they saw him, and heard that Monobear was most afraid of Naegi, out of everyone and everything in the world.

And really, I'm not sure if Monobear would find someone "graduating" scary. That's what he wants, in the end, isn't it? For someone to get away with murder and to kill everyone else. That would probably change someone, participating like that, with that intent. That's probably what he's shooting for.
